Exercise «Kys-2023»: practicing emergency situations at the Western Thermal Complex

On November 24, 2023 on the territory of the Western thermal complex was held practical training of the republican command and staff exercise "Kys- 2023" (Winter 2023). In the course of the exercise, the training of management bodies, forces and means to respond to emergencies of the winter period was carried out. According to the plan of the exercise there was an accident on the gas pipeline and an uncontrolled explosion in the furnace of the boiler at WTC, which is the object of life support of the city.

– After the start of the exercise, employees of the emergency technical team of WTC carried out restoration works and eliminated the consequences of the accident of gas pipeline rupture and damage to boiler equipment. The duty service reported the emergencies to the city and territorial emergency authorities, police, ambulance and other emergency services. To ensure uninterrupted supply of services to the population, a backup boiler is connected, – explained Alexander Dovzhik, head of the Civil Defense and Emergency Service of "AlES" JSC.

In the process of restoration works at the WTC were involved forces and means consisting of emergency recovery teams and object formations of civil protection consisting of 17 people and 3 units of equipment.

At the same time, the fire department, the center of medicine and disasters, as well as the republican operative-rescue detachment of the Department of Emergency Situations began to localize the fire and rescue work. The fire in the boiler shop was extinguished, and the evacuation of a machinist-overman from the convection package service area was carried out.

– An injured fitter was evacuated from the boiler room and transferred to an ambulance. The fire department successfully contained the fire. To rescue a worker who remained on the second tier of the repair platforms and was injured, firefighters used an emergency cradle operated on a hoist from a special vehicle, said Almas Niyazbekov, chief of staff of the WTC Civil Defense and Emergency Situations Department.

Other teams of rescuers evacuated a mannequin from the roof of the building using the rope method with climbing equipment, and a worker repairing lighting from the lower rings of a 96 meter high chimney. The victims received immediate pre-hospital care and were transferred to ambulances.

Emergency Situations Department representatives said that the purpose of the exercise was to work out the interaction of 17 civil protection services. It is important to note that all involved services and formations of Almaty demonstrated readiness to eliminate the consequences of emergency situations of the winter period 2023-2024.
