Report on the work of the Branch "Trade Union" AlES "of the NGO" Local Trade Union "Energia"

Since 2007, since the establishment of JSC "AlES" and to the present, the AlES trade union has been actively involved in the development and adoption of an Industry Agreement in the electric power complex of the Republic of Kazakhstan.

At the same time, work was carried out on the development and adoption of the Collective Agreement of JSC "AlES" (these are the Collective Agreements of JSC "AlES" for 2008-2010, 2010-2013, 2013-2016, 2016-2019). JSC "AlES" has a Collective Agreement, which provides for payments to employees of JSC "AlES" that exceed the norms and amounts of payments established by the Labor Code of the Republic of Kazakhstan. In addition, the Collective Agreement provides for various types of payment of material assistance, including for the improvement of employees when going on labor leave, payment of sick leave up to 30 MCI (according to the Labor Code of the Republic of Kazakhstan, 15 MCI). The current Collective Agreement of AlES JSC was developed in accordance with the Industry Agreement in the Electric Power Complex of the Republic of Kazakhstan.

In 2009, the AlES trade union participated in the approval of an industry coefficient of 2.0 for the electric power industry. The industry coefficient 2.0 increases the tariff rate of the first-class worker by 2 times. For this purpose, letters were sent from the AlES trade union with justifications of difficult, harmful and dangerous working conditions of employees of JSC AlES to the Ministry of Energy of the Republic of Kazakhstan, the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan, the Republican Branch Trade Union of Power Engineers of the Republic of Kazakhstan, the Kazakhstan Electric Power Association. Thanks to the work carried out by the trade union, the Government of the Republic of Kazakhstan adopted Resolution No. 761 of July 29, 2910, according to which an industry coefficient of 2.0 was approved for calculating the wage standard. For today, this means that the tariff grid of the working I category from January 1, 2018 is: 28,284 x 2.0 x 1,232 = 69,691,7 tenge. (1,232 - increasing regional coefficient for Almaty).

Regarding the increase in wages for employees of JSC "AlES", I would like to inform you that in 2007, at the request of the AlES trade union, the employer decided to increase wages for employees of JSC" AlES " by 25% from November 1, 2007.

In subsequent years, the Employer, at the request of the AlES trade union, decided to increase the wages of employees of JSC AlES in the following amounts:

  • since December 1, 2009 by 15 % (for 2008-2009);
  • from January 1, 2011 by 7% and from October 1, 2011 by 10 % (in general, the increase in wages of employees of JSC "AlES" in 2011 was 17.7 %); 2
  • from January 1, 2012 to January 1, 2017, 7%;
  • since January 1, 2018, by 6 %.

In total, starting from 2007 to January 1, 2018, the salary of employees of JSC "AlES" increased by 167 %.

The annual indexation of wages of employees of JSC "AlES" was achieved as a result of the negotiation process when adopting a Collective Agreement. But in addition, employees of JSC "AlES" receive bonuses in the amount of the official salary for the Independence Day and the Day of the Power Engineer of the Republic of Kazakhstan, remuneration for long service, a benefit for recovery when going on vacation, financial assistance for the birth of a child, for the treatment of employees and their family members, a one-time bonus when awarding employees with Certificates of Honor and other awards. All these payments are included in the average salary of employees.

From 2015 to the present day, the tariff for electric energy has not changed. But at the same time, the wages of employees increase annually. In addition, since 2014, AlES JSC has assumed financial obligations under the loan received to finance boiler unit No. 8 at CHPP-2. Nevertheless, the wages of the employees of JSC "AlES" are paid on time. The employer makes all social payments provided for by the Collective Agreement.

We also apply for the payment of one-time financial assistance for the Day of the Power Engineer of the Republic of Kazakhstan to non-working pensioners (1025 people). We are working on awarding bonuses to female employees and female pensioners of JSC "AlES" by the Day of March 8. Women workers are paid a one-time remuneration in the amount of 20 000,0 tenge (667 women) by the Day of March 8. Female pensioners are paid 12 000,0 tenge (461 women).

Every year, by the Victory Day on May 9, the AlES Trade Union carries out work to honor the participants of the Great Patriotic War of 1941-1945 and persons equated to them. This is a one-time reward, the presentation of food baskets to veterans, festive dinners, flowers.

In JSC "AlES" with the participation of the trade union, work was carried out on the housing program of JSC "Real Estate Fund "Samruk-Kazyna" - "Affordable housing 2020". Employees of JSC "AlES" in the number of 52 people purchased housing in the housing complex "Asyl Arman".

JSC "AlES" has created on a parity basis:

  • permanent bilateral commission for the conclusion of the CD, amendments and additions to the Collective Agreement;
  • conciliation commissions;
  • commissions for the consideration of applications for financial assistance;
  • attestation commissions.

The AlES trade union oversees the work of public labor protection inspectors. In 2017, the certification of workplaces for the presence of harmful working conditions at workplaces in the production departments of JSC "AlES"was carried out.

In order to provide social support for employees of JSC "AlES", a 50% discount has been introduced for visiting children of employees of kindergartens "Balbobek", "Sunny" and "Happy Land".

The trade union "AlES" carries out public control over the work of the canteens of CHPP-1, CHPP-2, CHPP-3. Over the past 3 years, employees of JSC "AlES" who have undergone a course of sanatorium treatment have been compensated for 50% of the cost of a permit for rehabilitation. During the summer period, the AlES trade union organizes trips of employees and their family members on vacation on weekend vouchers (Issyk-Kul, Alakol, Balkhash, etc.).

The AlES Trade Union participates in sports events. These are the Republican Mini-football Spartakiad, the Samrukazyna JSC Spartakiad, and the billiards Spartakiad.

The AlES trade Union organizes reviews and competitions among children for the best drawings. All children, participants of the review-competition are awarded with gifts.

The AlES trade Union organizes the purchase and delivery of children's New Year's gifts to the children of employees of JSC "AlES" (quantity: 2,734 gifts at the price of 1,700 tenge for 1 gift). In addition, children's Christmas trees were organized for the children of employees of JSC "AlES".

The AlES Trade Union participates in the organization of the celebration of the Day of March 8, Nauryz Meirama, May 1, Defender of the Fatherland Day on May 7, Victory Day on May 9, the Day of the Capital of the Republic of Kazakhstan, the Constitution Day of the Republic of Kazakhstan, the Day of the First President of the Republic of Kazakhstan, the Independence Day of the Republic of Kazakhstan, the Day of the Power Engineer of the Republic of Kazakhstan. The trade union "AlES" organizes recreation for children and grandchildren of employees of JSC " AlES "at a reduced cost in the children's health camp"Edelweiss". During the summer period of 2017, more than 400 children rested in the children's camp "Edelweiss".

 

The AlES trade Union provides the necessary assistance in the work of the youth organization "Zharkyn Bolashak"
