Response to the article “With billions – warmer” by R. Ivahnikova

The article of R. Ivahnikova was published in the newspaper “Megapolis” №46 from November 26, 2012.The article again discusses the conclusion of “Center for Energy Expertise” LLP from 2010 on “super profits” of “Almaty Power Stations” JSC.

According to this conclusion, in 2010there was established a Working Group composed of members of the Expert Council under the Agency of the Republic of Kazakhstan on regulation of natural monopolies, which concluded that “calculations made by “Center for Energy Expertise” LLP are incorrect and calculation, determining “super profit” in the amount of 17 billion tenge, are produced on the basis ofexpert’s self-determined tariffs, not conforming the approved tariffs”.

Also, during the period from November 2010 to May 2011, a comprehensive check-up and audit of “Almaty power stations” JSC were carried out by the Agency of the Republic of Kazakhstan on regulation of natural monopolies, together with the Ministry of Industry and New Technologies, Kazakh Research Institute named after Academician Sh. Ch. Chokin, “Kazahenergyexpertise” JSC, an international expert organization “Ernst & Young” LLP.

The results of the check up and the audit determined that the level of the approved tariffs for regulated services are substantiated, deviations on execution of tariff estimates are not established by results of 2007-2009 years.

All received profit of "Almaty Power Stations" JSC was directed to new construction, expansion, repair, upgrade and support for existing assets, reconstruction and modernization of production assets.

Moreover the activity of “Almaty Power Stations” JSC, which is a subject of natural monopoly, controlled and accountable to the Agency of the Republic of Kazakhstan on Regulation of Natural Monopolies, Ministry of Industry and New Technologies. Annual financial statements of “Almaty Power Stations” JSC is published in the media, public hearings on the activities of the society are held in a regular basis.

Thus, materials used in the article by R. Ivahnikova are untrue, disproved by numerous inspections of state bodies, international expert organization, of scientific research institutes.
