AlES: public hearings of the report on the results of the 1st half of 2022 on regulated services

On July 21, 2022, "AlES" JSC conducted a report on the results of the first half of 2022 on the execution of the approved tariff estimate, on the execution of the approved investment program for regulated services – heat energy production, water supply through trunk pipelines to consumers and other interested parties.

The public hearings were attended by consumers of regulated services of "AlES" JSC, as well as the chief specialist of the Department of Regulation of Natural Monopolies and Prices of the Department of the Committee for Regulation of Natural Monopolies of the Ministry of National Economy of the Republic of Kazakhstan in Almaty, B.K. Ospanova.

– JSC "AlES" is a natural monopoly entity, the Company is included in the Republican section of the State Register of Natural Monopoly Entities for the production of thermal energy and water supply through trunk pipelines, Asel Arginbayeva, Managing Director for Economics and Finance of JSC "AlES", noted in the report.

The volume of services provided in the approved tariff estimate for services for the production of thermal energy is provided in the amount of 5.6 million. Gcal. The reason for the loss is that the current tariff for thermal energy production services does not provide reimbursement for the provision of regulated services and profit directed to the development and effective functioning of the natural monopoly entity.

A joint order of the DKREM of the Ministry of Energy of the Republic of Kazakhstan for the city of Almaty and Almaty region and the Ministry of Energy of the Republic of Kazakhstan approved the investment program of JSC "AlES" for regulated thermal energy production service for 2022-2026. The measures provided for at own expense in the approved investment program for 2022 amount to 1,631.1 million tenge.

According to the regulatory legal acts regulating the activities of a natural monopoly entity, the indicators of the investment program are approved for a year. The actual execution for the 1st half of the year amounted to 55.8 million tenge or 3%. According to the results of the year, "AlES" JSC predicts the full performance of the indicators of the approved investment program.

In the first half of 2022, "AlES" JSC paid off the principal debt on an investment loan raised to finance the investment project "Reconstruction and Expansion of Almaty CHP-2. III turn. Boiler unit No. 8" in the amount of 1,870.1 million tenge, including from thermal energy production activities in the amount of 587.4 million tenge.

The actual volume of services rendered from water supply activities through main pipelines in the first half of 2022 amounted to 14.8 million m3, execution by 50%. Income from the sale of chemically treated water amounted to 899.8 million tenge, expenses 960.5 million tenge, loss 60.7 million tenge.

A joint order of the DKREM of the Ministry of National Economy of the Republic of Kazakhstan for the city of Almaty and Almaty region and the Ministry of Energy of the Republic of Kazakhstan approved an investment program for water supply services through trunk pipelines for 2021-2025. The amount of capital investments for 2022 is 42.2 million tenge. The development is planned in the second half of this year.

During the speech, the issues of compliance with the quality and reliability indicators of the provision of regulated services were also highlighted, possible changes in tariffs for thermal energy production services were discussed, the prospects for the company's activities were determined taking into account the implementation of priority investment projects.

After hearing the report, the representative of the DKREM of the Ministry of National Economy of the Republic of Kazakhstan for the city of Almaty asked questions about the amount and deadline for completing the payment of the principal debt on the loan raised to finance the project "Reconstruction and expansion of Almaty CHP-2. III turn. Boiler unit No.8". Comprehensive answers were given to all the questions.
