ALES: HEARINGS ON REPORT FOR EXECUTION OF THE APPROVED TARIFF ESTIMATES AND INVESTMENT PROGRAM FOR 2021 FOR REGULATED SERVICES

On April 22nd, 2022, a report on the execution of the approved tariff estimate, on the execution of the approved investment program for 2021 for regulated services of AlES JSC to consumers and other interested parties was held. The hearings were attended by consumers, public associations, independent experts and other stakeholders.

"AlES" JSC is natural monopolies subject for the provision of services for the production of heating energy and for the supply of water through trunk pipelines.

In accordance with the Law of the Republic of Kazakhstan "On Natural Monopolies", the publicity of the process of state regulation of the activities of subjects of natural monopolies is ensured by the holding of reports by subjects of natural monopolies to consumers and other interested parties.

A detailed report on the implementation of the investment program and the main financial and economic indicators of the company's activities for the reporting year 2021 was delivered by Asel Arginbayeva, Managing Director for Economics and Finance of AlES JSC.

On the production of heating energy

According to the results of 2021, the actual volume of services rendered from the activity amounted to 5,504 thousand. Gcal, which is 60 thousand. Gcal or 1.1% less than the volume provided for in the approved tariff estimate.

Income from the sale of heating energy amounted to 18,670.9 million tenge, expenses 20,165.3 million tenge. The loss from the activities of 1,494.4 million tenge.

Depreciation deductions from assets involved in the provision of regulated services are directed to the implementation of an investment program in the amount of 646.3 million tenge and to repay the principal debt on the investment loan "Reconstruction and expansion of Almaty CHP-2. 3rd turn. Boiler unit No. 8" in the amount of 1,441,9 million tenge.

On water supply via main pipelines (CPW)

By the end of 2021, the actual volume of services rendered from the activity amounted to 29.7 million m3, which is 0.5 million. m3 or by 1.7% exceeds the volume provided for in the approved tariff estimate.

Revenues from the sale of chemically treated water amounted to KZT 1,780.6 million, expenses KZT 1,853.6 million, loss KZT 73.0 million.

In accordance with the current legislation, depreciation deductions are directed to the implementation of the Investment Program. The measures provided for by the approved Investment program were carried out in full at the expense of own funds in the amount of 42.0 million tenge.

On working with customers

The main goal in working with customers of regulated services is the high–quality and uninterrupted provision of services for the production of thermal energy.

The main criteria in the supply of heating energy is the fulfillment of the temperature schedule set by AlTS LLP, maintaining the pressure of the mains water. In 2021, the task of AlTS LLP on the temperature schedule and maintaining the pressure of the mains water of AlES JSC was fully fulfilled.

In order to repay accounts receivable, the Company is working with consumers, claims are sent to debtors demanding repayment of debts.

However, the issue of accounts receivable of AlTS LLP is acute. As of 01.04.2022, the accounts receivable of AlTS LLP to AlES JSC for the regulated services rendered amounted to 9.9 billion tenge, including overdue 7.0 billion tenge.

The presentation also highlighted the main financial and economic indicators of the company's activities for 2021, as well as the article-by-article execution of the approved tariff estimates for the reporting period, and the prospects for the company's activities were determined.
