Modernization of sources of “AlES”

Long-term investments

The matter concerns the “Almaty Power Stations” JSC (“AlES” JSC) company, which produces heat and electric energy for Almaty city and region. Currently, the generated heat and electric power covers more than 60 percent of needs of Almaty and the region. The company is ready for a new heating season.

In order to ensure reliable operation of the generating equipment necessary reserves of fuel, chemical reagents and repair parts for power sources have been created in a timely manner. Meanwhile, the formation of the Almaty power generating system on the basis of the combined production of electric and heat energy fell on the 60th years of the last century and functions in a uniform process cycle till today. At present time, “AlES” JSC includes three combined heat and power plants – CHPP-1, CHPP-2, CHPP-3, which produce electric and heat energy. Two hydroelectric power stations – the Chain of hydroelectric power plants and Kapchagay HPP – produce electric power. The West Heat Complex (WTC) of boiler rooms – develops heat energy. Now the company is a part of “Samruk-Energy” JSC group of companies. The problem is that all Almaty stations have worked on average for over forty years and until recently had worn the main equipment over 60 percent. The similar situation has developed on other energy facilities of the country. In this regard in March 2009, the government of RK approved limit rates on production of electric power for a long-term outlook – until 2015. It gave an opportunity to power plants of the country including “AlES” JSC, to make their long-term investment programs directed to replacement, updating, reconstruction and re-equipment of the capital and auxiliary equipment. A source of financing of investment programs is the profit of the companies from limit rates. The Ministry of the industry and new technologies of RK claims and controls execution of these programs. Besides, in 2007 the company was included in the state register of subjects of natural monopolies therefore the department of the Agency on regulation of natural monopolies in Almaty considers, approves and exercises control over tariff and investment policies of “AlES” JSC.

Satisfying the growing needs

The investment actions for the sum over 34.5 billion tenge have been performed at the expense of profit on limit rates for electric power and the income on rates for heat energy from 2009 to 2011. Among them, ventilator-cooling towers on CHPP-2 and CHPP-3 are reconstructed. Modernization of dust-collecting plants and burner devices of boiler units on CHPP-1, CHPP-2 and CHPP-3 is carried out. The outdoor distribution switchgears (ORU) of 110 kV with replacement of switches of 110 kV on CHPP-1 and CHPP-2 are reconstructed. The modern demineralizing plants have been put into operation on three CHP plants. The Automated System for Commercial Accounting of Power Consumption (ASCAPC) is implemented. Updating touched on communication and dispatching control systems (CDTCS). Ash dumps on CHPP-1, CHPP-2 and CHPP-3 have been modernized and expanded. Capital repairs of boilers and turbines have been carried out. The capital fund have been partially updated. As a result, the available capacity of energy sources of “AlES” JSC has been increased by 120 MW with an increase in electric power generation by 585 million kWh per year. The reliability of the main equipment has increased – accident rate in work has reduced by 32 percent in comparison with 2009. Emissions of harmful substances are reduced by more than 11 thousand tons per year. Reconstruction of ash dumps has increased reliability and uninterrupted production of heat and electric power on three CHP plants. The water consumption for technology needs decreased by three million cubic meters a year. Commercial losses of the electric power have decreased. However, as we know, the megalopolis successfully grows and develops. The state programs according to which new houses, schools, hospitals are under construction are implemented in Almaty. At the same time, the demand for heat and electric power is growing. For satisfaction of the growing needs of the city for heat and electric energy, “AlES” JSC will continue investment policy of updating, reconstruction, technical re-equipment of the existing assets and will build new power sources. As all these measures are necessary for uninterrupted and reliable power supply of Almaty and the region. Investments are going to be implemented according to the priority of projects determined by specifics of the production technology of heat and electric power, and economic efficiency. So, for example, the company is going to implement a number of large strategic projects for the total amount about 100 billion tenge till 2017. Among them, there is a construction of a boiler room on CHPP-2. This project is necessary to increase the supply of heat energy to consumers. Construction work on CHPP-2 began in 2011 and will be completed in the summer of 2013. The plans include expansion of CHPP-2 due to the construction of a boiler unit No. 8. These facilities are necessary to increase the production of electric and heat energy. Construction work will be begun in 2013 with completion and commissioning in 2015.

In recent years, the city administration has paid huge attention to environmental issues. In this connection, control over harmful atmospheric emissions is exercised; a number of some other measures directed to improvement of ecology of the megalopolis are carried out. To eliminate social tension concerning need to reduce a negative impact of power sources on the ecological situation of the city, it is planned to implement the project of reconstruction and expansion of the Almaty CHPP-1 with transfer to gas and installation of GTI. The feasibility study is developed for this project and development of the design and estimate documentation will shortly begin. In order to replace physically and morally obsolete equipment and to increase the generation of electric power, the project of reconstruction and modernization of a HP Chain will be implemented. As a result, the installed capacity of the station will increase by 11.3 MW, and electricity production – by 42 million kWh per year by 2018. The construction of a new power source – the counter regulating Kerbulak HPP on the Ili river is planned to increase the peak power of Kapchagay HPP. Station capacity will be 33 MW, and the annual electricity production will be about 245 million kWh. Also for providing trouble-free running of the station and reliable power supply of consumers of Almaty, a phased reconstruction of the combined ash-and-slag removal system of CHPP-2 will continue. Projects will be financed at the expense of bank loans, profit on limit rates for electric power, the income on rates for heat energy, and partially from means of the republican budget.

Despite large-scale reconstruction and big plans, management of JSC “AlES” does not forget about employees, annually allocating millions of tenge for labor protection at the enterprise. The international standards of management of safety and labor protection were implemented in 2011. The personnel working in severe and dangerous conditions have obligatory medical examination, receive milk and medicines for free. The huge attention is paid to observance of safety measures. “Almaty Power Stations” JSC took the Ist place in the “Senim” competition, in the nomination “The Best Safe Enterprise of the Year” at the International conference and an exhibition on labor protection and industrial safety of “KIOSH-2012” held in Astana. This competition was held by the Ministry of Labour and Social Protection of the population of RK together with “The International Center of Financial and Economic Development – Kazakhstan” LLP. This year, the company focused on decrease in number of technology equipment failures, prevention of cases of traumatism, providing workers with qualitative special clothes and footwear, individual protection equipment, as well as on comprehensive improvement of working conditionsin workplaces.
