The plans of modernization of the Almaty combined heat and power plants

The most of the population of the Earth planet does not think of the existence without heat and electricity. We are so accustomed to a comfort that utilities bring to us, that we cannot live a day without them. Even short-term shutdown or interruptions of electricity supply to our dwelling are similar for the modern inhabitant with global disaster. Moreover, not one combined heat and power plant works in order to ensure that in the house of each resident of Almaty region there is warm and the light by only pressing one button.

Thus, heat power and electric energy is provided by CHPP-1,2,3; the Kapshagay HPP, Hydroelectric power Chain – provide with electric power; boiler rooms of the West heat complex – with heat energy. All above-mentioned divisions are parts of “Almaty Power Stations” JSC (AlES), these stations generate 72% of the electric power and 70% of heat power of the total consumption in Almaty region. The age of power sources of AlES – from 31 to 76 years.

Considering so respectable years of combined heat and power plant, the company carried out reconstruction and commissioned water-cooling towers on CHPP-2 and CHPP-3 in 2011. As a result of implementation of the project the gain of the available electric power, due to removal of the existing restrictions, will be 132 MW that will allow to additionally generate more than 585 million kWh in a year. New water-cooling towers, on assurances of representatives of the company, will promote increase in reliability of power supply in the Almaty region.

“This project managed to be realized thanks to the borrowed funds of Eurasian Development Bank”, – Esbergen Abitayev, the managing director of “Samruk Energy” JSC has reported. Last year ash dumps were established on the CHPP-1 and CHPP-3 ensuring trouble-free operation of power plants. Besides, large-scale reconstruction works on CHPP-2 were carried out during which the automatic control system allowing the operator to regulate an integral cooling system from a workplace were established. However, there still were devices at the station installed in Soviet period. The chief engineer of CHPP-2 Nurlan Mohamed-Rahimov emphasized importance of these actions and told that “transition to the new level of automatic equipment allows to activate technology management processes of the station”.

Due to the deficit of the electric power in the south of Kazakhstan in November-December, 2011, at the request of “AlmatyEnergoSbyt” LLP “AlES” JSC increased production of electric power over contractual obligations by 36% in November and 19% in December, without having allowed restriction of consumers of the Almaty region. Generation of heat energy for November-December, 2011 has grown in comparison with the same period of 2010 by 11% and has made 1.6 million Gcal.

In addition to already carried out works, the AlES company has defined a number of the first-priority strategic projects directed to increase in capacities. Today the company carries out work on expansion of CHPP-2. The end of construction of a boiler room on CHPP-2 is planned for 2013. 11 billion tenge have been allocated for construction of this object. At this stage, according to the builder, accumulator tanks for water, 3 of which of 3 thousand CBM and 1 tank – 1 thousand CBM, and the building of a node of dosing in which sulfur level in water will be traced were constructed. “In six months of construction work we have finished the general construction part and we are ready to start implementation of a technology part of the project”, – has told Evgeniy Chepko, the chief engineer of the contractor company of “SharKaz” LLP.

Within the project next year, it is going to complete construction of the heat highway, which will connect CHPP-1, and CHPP-2, through it thermal power from CHPP-2 to CHPP-1 to the downtown will be transfered. For implementation of a heat transfer construction of collection point for heat is conducted on CHPP-1. “The matter is that the CHPP-2 gives exactly amount of heat how many it is necessary for the consumer, but the installed capacity of this station is higher and can give additional heat”, – Mr. Mohamed-Rahimov explains. In addition, the project will allow to lower an environmental pressure on the city. The matter is that the CHPP-1 is in the downtown, it has been constructed even before war, the equipment is used from 60th years of the last century and functions on coal. The project for the construction of a uniform complex in the future will allow the equipment to be withdrawn to CHPP-1 from operation without reducing heat production, that will give the chance to provide all city with necessary amount of energy.It is planned that the CHPP-1 will be used for heating of water and transport of heat to the city. Besides, the feasibility study (FS) on full reconstruction of CHPP-1 with transfer into gas and full refusal of coal has been prepared for today.

“The feasibility study prepared by us is now on state examination and if it is approved this year, then the period of reconstruction will last from 2013 to 2015”, – Mr. Mohamed-Rahimov has shared.

The AlES also develops the project on reconstruction of CHPP-2 for the purpose of expansion of its opportunities. However, even in case of reconstruction of the station it will continue to burn coal. Transfer of this station into gas is impossible as construction of combined heat and power plant in a zone of seismic danger has demanded singular engineering solutions and the station was built at a depth of 12 meters. And it is forbidden to apply natural gas to the basements for safety reasons.

“The whole complex should be ready to a new heating season, all questions with financing are resolved, the equipment is purchased”, – concluded Mr. Abitayev.
