Manages, controls the quality and timeliness of work, document management and reporting in the following areas of the Company's activities:

1) ensures the development and implementation of the Company's Investment Program;
2) determines the investment policy and the perspective direction of the Company's development in a market economy;
3) ensures the organization of medium – and long-term planning of the Company's investment activities;
4) provides identification of sources of financing, organization of work on raising funds to finance the investment program of JSC "ALES", together with the Managing Director for Economics and Finance;
5) ensures the implementation of investment projects in terms of reconstruction, modernization, technical re-equipment, expansion and new construction of the Company's facilities;
6) provides controls and analysis of the implementation of the Company's investment program, development of proposals for making adjustments;
7) ensures the fulfillment of concluded investment contracts, agreements and obligations in terms of capital construction, reconstruction and modernization of production, targeted and rational use of investment resources;
8) participates in drawing up business plans for technical re-equipment and improving production efficiency, in determining the necessary financial resources, including investors' funds, for the construction, design and purchase of equipment, as well as sources of financing for capital investments;
9) organizes the development of long-term and current capital construction plans, expansion, renovation, support, reconstruction and technical re-equipment of existing assets (investment projects and programs), ensuring their coordination and approval in accordance with the established procedure;
10) ensures the fulfillment of concluded investment contracts, agreements and obligations in terms of capital construction, reconstruction and modernization of production, targeted and rational use of investment resources;
11) organizes the timely issuance of all materials necessary for the development of design and estimate documentation, for construction and reconstruction projects;
12) provides (together with contractors) carrying out work on the delivery, acceptance and commissioning of objects completed by construction;

Carries out the organization and provides controls:

1) for the timely preparation and issuance of design estimates and other technical documentation for the production of construction works;
2) for compliance with the established norms of the duration of construction and the timing of commissioning of production facilities and fixed assets, for the timing and quality of all construction and other construction works, for their compliance with approved design and estimate documentation, building codes and regulations, standards and specifications, safety standards, industrial sanitation and fire protection, labor organization requirements;
3) monitoring the fulfillment of contractual obligations by design and construction organizations, in necessary cases, ensuring the presentation of sanctions provided for by contracts;
4) for compliance with the requirements of environmental legislation, as well as requirements in the field of copyright and technical supervision of capital construction facilities;

13) ensures the organization of work on monitoring the market of domestic goods using the information databases of the holding of JSC "Samruk-Kazyna", including the Register of domestic producers, as well as relevant information databases of state bodies containing information about domestic producers and goods produced by them;

14) participates in the implementation of economically most appropriate solutions for the management and organization of production, organization of work on training and advanced training of subordinate employees, providing methodological assistance to heads of structural divisions on supervised issues;

15) organizes the development of rational forms of internal planning, accounting and reporting documentation, as well as the widespread introduction of modern automated controls systems and computer technology for accounting and settlement operations, compilation and analysis of design estimates, and other types of documentation;

16) organizes work on the consideration of claims arising in the course of financial and economic activities, taking measures to resolve them in accordance with current legislation and acts of the employer;

17) organizes work on accounting and reporting on capital construction;

18) ensures obtaining and maintaining a corporate governance rating;

19) carries out work on improving the corporate governance system;

20) supervises the implementation of transformation program projects;

21) organizes work on the implementation of a set of measures aimed at standardization and optimization of the Company's business processes, as well as the introduction of new information systems according to the plans of transformation projects;

22) carries out work on the development and implementation of the Company's image (PR) strategy, participates in image-related processes related to the disclosure of information about the Company's activities;

23) carries out interaction with state and non-state organizations within the framework of the development of public relations of the Company;

24) manages the implementation, maintenance and continuous improvement of the effectiveness of the integrated management system of the Company in accordance with the requirements of regulatory legal acts of the Republic of Kazakhstan and regulatory documents;

25) ensures the organization of internal audits of the Company's financial and economic activities;

26) provides guidance on the identification and consolidation of sources of price information, the frequency of monitoring price levels for individual groups of goods and services;

27) participates in the work of commissions created in various areas of financial and economic activity of JSC "ALES" (tender, budget, revaluation of fixed assets, personnel certification, etc.);

28) exercise of other powers provided for by orders of the Chairman of the Management Board of the Company, decisions of the Management Board and the Board of Directors of the Company.

The Managing Director for Capital Construction and Transformation is functionally subordinate to the Managing Directors, Chief engineers and Deputy Managing Directors of the production departments of "ALES" JSC in terms of the tasks and functions performed in the production departments by structural divisions in the areas of capital construction, reconstruction and modernization of production, corporate development, including the implementation of the digitalization and transformation program.
